In a landmark development that strengthens Gwadar’s role in regional trade and economic expansion, the Gwadar Port Authority (GPA) and China’s Xinning Enterprise have signed a Letter of Intent (LoI) to initiate large-scale industrial and commercial investments at the Gwadar Port and its Free Zone.
The LoI was signed on Tuesday by Yi Jiang, representing Xinning Enterprise, and received by Umer Zaffar Shaikh, Additional Secretary of the Ministry of Maritime Affairs, on behalf of GPA Chairman Noor-ul-Haq Baloch, who joined the ceremony virtually. This collaboration represents a pivotal step toward transforming Gwadar into a regional transshipment and industrial hub.
Xinning Enterprise intends to launch a series of diverse ventures, including establishing new industries, relocating existing industrial units, and upgrading operational facilities within the Free Zone. The plan also aims to enhance Gwadar’s position as a strategic gateway for regional connectivity.
A high-level Chinese business delegation, led by Yi Jiang—who also serves as a Director at the All-China Federation of Industry and Commerce (ACFIC)—held productive discussions with Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry. The meeting focused on unlocking Gwadar’s economic potential and maximizing the port’s efficiency and output.
Minister Chaudhry welcomed the investment agreement, calling it a critical step toward increasing cargo throughput and attracting sustained foreign investment into Pakistan. He reaffirmed the government’s vision to position Gwadar as a global maritime and industrial center through meaningful partnerships with credible international enterprises.
Both sides pledged to comply with Pakistan’s port and Free Zone regulations while continuing dialogue to finalize operational details and long-term investment frameworks.
