Collaboration with China Drives Freight Modernisation

Pak Railways and Chinese Firm Partner for Freight Transformation

In a factory in Lahore, the assembly of 115 flat wagons in Complete Knocked Down (CKD) form marks a turning point for Pakistan’s railway freight transportation. These wagons, scheduled for deployment in April, are part of a 620-unit collaboration between Pakistan Railways and Chinese firm Baotou Beifang Chuangye Co, Ltd.

According to Philippe Mi, the Chinese project director for the 820 High-Capacity Wagon (HCW) project, these wagons will double Pakistan’s freight capacity. The project dates back to 2021 when Beifang Chuangye secured a contract to supply 820 high-capacity wagons, including various designs such as open-top, flat, and covered wagons. By 2022, 200 wagons were operational, marking a significant leap in freight services.

The project has grown further in 2024, with the deployment of 115 open-top wagons assembled in Semi Knocked Down (SKD) form at the Risalpur factory. These wagons enhanced connectivity between Karachi Port and inland areas, reducing storage pressures and boosting freight capacity.

“This initiative reduces reliance on imports while bolstering local industry,” said Aamir Baloch, CEO of Pakistan Railways. Ishaq Butt, the Pakistani project director, emphasised the efficiency of standardised designs, which ensure compatibility and minimise maintenance costs.

Additionally, the project has generated 450 direct jobs, training young technicians and skilled workers. Comprehensive support from Beifang Chuangye—such as personnel training and equipment upgrades—has strengthened Lahore and Risalpur assembly lines, fostering a foundation for future advancements in Pakistan’s rail freight sector.
