GDA Finalizes 14-Town Framework Under Gwadar Smart Port City Plan 2026


The Gwadar Development Authority (GDA) has finalized a comprehensive planning framework under the Gwadar Smart Port City Master Plan 2026, outlining the phased development of 14 neighborhoods across the coastal city.

The framework was unveiled during a high-level meeting on micro-planning and land use, chaired by Director General Moin ur Rehman Khan on March 3. The meeting was attended by Chief Engineer Haji Syed Muhammad and Director Town Planning Shahid Ali.

According to GDA officials, the master plan establishes a structured approach to urban expansion by dividing Gwadar into 14 towns to be developed in phases. The planning framework designates specific zones for residential, commercial, and mixed-use developments, alongside allocations for roads, public facilities, and essential infrastructure.

During the meeting, five implementation models were presented to facilitate execution of the master plan. These include land acquisition and compensation, land pooling and sharing mechanisms, land-provider partnerships, collaborative land development arrangements, and a private schemes framework. The models are designed to ensure flexibility, transparency, and stakeholder engagement throughout the development process.

The Director General emphasized that private-sector participation will be actively encouraged to ensure efficient micro-planning and timely implementation. He reiterated the authority’s commitment to transforming Gwadar into a modern, smart, and sustainable port city aligned with international urban development standards.

Officials further highlighted that practical measures are being undertaken to create secure and profitable investment opportunities, particularly in the real estate, tourism, and trade sectors. By maintaining investor confidence and structured urban growth, the Gwadar Smart Port City Master Plan 2026 aims to position the city as a leading regional hub for commerce and sustainable development.
