Advancing Gwadar: Pakistan and China's Collaborative Projects for the Upcoming JCC


The 5th Pakistan-China Joint Working Group (JWG) on Gwadar convened to solidify key projects for presentation at the upcoming Joint Coordination Committee (JCC) of the China-Pakistan Economic Corridor (CPEC).

This virtual JWG meeting, conducted in Islamabad, featured co-chairpersons: Mathar Niaz Rana, Secretary of the Ministry of Planning, Development, & Special Initiatives, and Ying Xiong, Director General of the National Development and Reform Commission (NDRC).

Ying Xiong emphasized Gwadar's priority in development and expressed a determination to propel it forward energetically. Mathar Niaz Rana acknowledged China's unwavering support for Gwadar and assured Pakistan's unwavering commitment to accelerate development there.

The meeting assessed Gwadar's project progress, with both sides commending advancements in port development. Pakistan's support for operationalizing the port, especially for Afghan transit trade, was appreciated by China, expected to reduce logistical costs and ease transshipment trade.

China Overseas Ports Holding Company Limited (COPHCL) elaborated on port development and growing investor interest in Gwadar's port and free zone. The completion of the Eastbay Expressway in 2021 and resolution of pending issues were highlighted.

This expressway will connect the port to the Free Trade Zone's second phase, enhancing the business climate for both. The meeting also addressed the New Gwadar International Airport (NGIA) and the M-8 Motorway, crucial for Gwadar's connectivity. Satisfactory progress on NGIA was noted.

China appreciated progress on energy projects in Gwadar, with a 300MW Coal Power Project's Power Purchase Agreement slated for the 10th JCC. This project will boost Gwadar's industries and enhance local well-being.

Social sector projects included the Pak-China Friendship Hospital and a Vocational & Technical Institute in Gwadar. The hospital project's significance was underscored, emphasizing its expedited completion. For the institute, both sides aimed to create job opportunities for youth.

To develop Gwadar as a smart port city, the provision of freshwater was crucial. The 1.2 MGD desalination plant project was deemed critical, with both sides committed to timely completion.

Dredging berthing areas for larger vessels was recognized as vital for port operations. Completing the breakwater project, crucial for Gwadar's fishing community, was a shared priority. The secretary proposed dividing the project into two phases, a suggestion met with appreciation by DG NDRC.

The secretary also lauded Corporate Social Responsibility projects, such as the Fraternity Emergency Care Centre of the Red Crescent Society of China, Pak-China Faqeer Colony School, and other initiatives by the China Overseas Port Holding Company.
