Phase-II of Gwadar Eastbay Expressway to Boost Port Connectivity


The construction of Gwadar Eastbay Expressway Phase-II, connecting the New Gwadar International Airport (NGIA) to Gwadar Port, has been officially approved during the 8th Joint Working Group (JWG) on Gwadar under CPEC. The federal government has allocated Rs 200 million for the project under the Public Sector Development Program (PSDP), with the PC-I already cleared by the Central Development Working Party (CDWP) for funding through Grant-in-Aid.

With an estimated cost of Rs 30.13 billion, 95% financed through a Chinese grant under CPEC, the project will be executed by China Harbour Engineering Company Ltd (CHEC). Phase-II will span 13.8 kilometres as a six-lane (four paved lanes) dual carriageway, directly linking NGIA with the existing Eastbay Expressway. The plan also includes a toll plaza, drainage, lighting, fencing, and security towers to support operations.

Once completed, this phase will significantly improve high-speed cargo transport to Gwadar Port, enhancing logistics efficiency and strengthening the port’s operational capacity. Phase-I of the Eastbay Expressway, completed and operational since June 3, 2022, already serves as the main artery for Gwadar Port, connecting its Free Zones with the Makran Coastal Highway (N-10) and Motorway 8, facilitating import, export, and transit goods transport to Khunjerab on the China border.

Phase-I, costing USD 168 million, was approved by ECNEC in January 2015 and built under a contract between GPA and CCCC signed in September 2017. The addition of Phase-II is expected to further solidify Gwadar’s position as a logistics and economic hub for the region in line with CPEC objectives.
