New 2025–2029 Action Plan Deepens China–Pakistan Industrial Partnership

Pakistan and China are advancing industrial cooperation under the newly adopted “Action Plan to Foster an Even Closer China–Pakistan Community with a Shared Future in the New Era (2025–2029)”, reaffirming their shared commitment to deepen collaboration in manufacturing, investment, and technology through the China–Pakistan Economic Corridor (CPEC) framework.

A 15-member Chinese delegation, led by the Organising Committee of the China–Pakistan Safety Production Equipment Procurement Demand Matching Conference, visited the Board of Investment’s Project Management Unit (PMU) for Special Economic Zones (SEZs) in Islamabad. The visit aimed to explore opportunities for new industrial ventures and strengthen bilateral business engagement.

The meeting, chaired by BOI PMU (SEZ) Director General Farah Farooq, emphasised enhancing cooperation among Chinese enterprises, Pakistani ministries, and the local private sector. The discussions focused on accelerating industrialisation, boosting employment opportunities, and promoting technology transfer within Pakistan’s SEZs.

Officials provided the Chinese delegation with a detailed briefing on the country’s investment incentives, facilitation mechanisms, and operational frameworks available to both local and foreign investors. They also presented an overview of operational and upcoming SEZs, outlining potential avenues for joint ventures, industrial relocation, and knowledge sharing.

According to official sources, the Chinese side expressed significant interest in developing manufacturing facilities in Pakistan while exploring partnerships in energy, mining, and export-oriented industries. The session concluded with the exchange of MoUs and proposals for collaboration, marking another step toward converting policy dialogue into tangible outcomes.

China has reaffirmed its commitment to supporting enterprises investing in Pakistan’s SEZs, particularly in Karachi and Islamabad, through preferential policies and an enhanced business environment.

The five-year Action Plan (2025–2029) also promotes third-party participation in CPEC projects, encourages experience-sharing in industrial development, and aims to strengthen cooperation in mining, infrastructure, and manufacturing — a strategic move to position Pakistan as a regional industrial hub in the years ahead.
