Pakistan and China Sign 11 Agreements to Launch CPEC 2.0


China and Pakistan have signed 11 major cooperation agreements, marking the official launch of CPEC Phase II with a strong focus on education, agriculture, and innovation. The signings took place during the China-Pakistan Conference on Collaborative Innovation in Modern Agriculture and Industry-Education Integration, attended by senior Shandong Provincial officials and a high-level Pakistani delegation led by Science Counselor Muhammad Khan, Secretary Nadir Chatta, and Vice Chancellor Prof. Dr. Muhammad Kamran.

Facilitated by UNI Services International Pvt. Ltd. and ITMC Technology China, with the support of the Chinese Business Council in Pakistan, these agreements aim to promote agricultural modernization, digital learning, and vocational training across key institutions in both countries.

Among the notable initiatives are the establishment of a Four-Party Overseas Training Base for agricultural technology transfer, a Center of Excellence for Food Safety and Inspection, and the Oasis Stella Workshop Project, which will drive development in the dairy and buffalo sectors. New diploma programs in floriculture, livestock, and modern agricultural technology will also be introduced under these collaborations.

The Weifang Engineering Vocational College signed cooperation accords with Islamia University of Bahawalpur (IUB) and MNS University of Agriculture Multan, while trilateral agreements with ITMC and UNI Services aim to enhance digital education and agri-tech integration.

According to Max Ma, CEO of UNI Services, the agreements represent “a transformative step in Pakistan-China educational cooperation.” Meanwhile, Wang Peng, Managing Director of ITMC, noted that China’s advanced vocational models would help strengthen Pakistan’s human resource development under CPEC Phase II.

Officials from Shandong Province emphasized that these agreements align closely with CPEC’s next-phase priorities, marking a significant leap toward agricultural modernization, educational reform, and sustainable development.
