At the gracious invitation of H.E. Li Keqiang, Premier of the State Council of the People’s Republic of China, H.E. Imran Khan, Prime Minister of the Islamic Republic of Pakistan, embarked on a significant visit to China from October 8-9, 2019. This journey was marked by a series of pivotal engagements.
Prime Minister Imran Khan commenced his visit with a cordial meeting with H.E. Xi Jinping, President of China. Subsequently, he held discussions with Premier Li Keqiang and met with H.E. Li Zhanshu, Chairman of the Standing Committee of the National People’s Congress. During his stay, Prime Minister Khan also engaged with Chinese entrepreneurs and business leaders.
These interactions were characterized by an exchange of perspectives on diverse subjects, including bilateral, regional, and global matters of mutual concern. The meetings were distinguished by their congenial atmosphere, mutual comprehension, and a bedrock of strategic confidence.
Prime Minister Imran Khan had the privilege of attending the Closing Ceremony of the Beijing Horticulture Expo 2019 as the esteemed chief guest. On this occasion, he extended felicitations to the Chinese leadership and populace on the momentous 70th Anniversary of the People’s Republic of China. Prime Minister Khan commended China's remarkable progress, underscoring that its reform and opening-up journey served as an inspiring model for developing nations. He emphasized that China's unwavering commitment to national rejuvenation was evolving into a tangible reality.
In reference to the Joint Statement of November 4, 2018, which outlined the pivotal consensus between Pakistan and China, both nations reaffirmed their unwavering determination to further enhance the Pakistan-China All-Weather Strategic Cooperative Partnership, with the aim of creating a Community of Shared Future in the New Era.
Highlighting the fact that the deep-rooted friendship and strategic partnership between Pakistan and China were indispensable to both nations and contributed to regional peace and development, both sides reiterated their support for each other's core interests. Pakistan reiterated its steadfast adherence to the One China Policy, including support for One Country Two Systems, while respecting China's sovereignty over Hong Kong.
Pakistan shared its perspective on the situation in Jammu and Kashmir with China, emphasizing its concerns and current urgent issues. China, in response, reiterated its close attention to the situation and underscored that the Kashmir issue should be peacefully resolved in accordance with the UN Charter, relevant UN Security Council resolutions, and bilateral agreements. China opposed unilateral actions that could exacerbate tensions in the region, emphasizing the need for dialogue and mutual respect.
The Pakistan side highlighted the transformative potential of the China-Pakistan Economic Corridor (CPEC), with the establishment of a dedicated CPEC Authority to expedite project implementation. Both sides affirmed that the second phase of CPEC would drive industrial and socio-economic growth in Pakistan. They also noted the pivotal role of Gwadar Port in becoming a regional trade and logistics hub. The commitment to swiftly execute CPEC projects was re-emphasized, aiming to showcase it as a high-quality model within the Belt and Road Initiative (BRI).
The upcoming ninth session of the Joint Cooperation Committee (JCC) in Islamabad was identified as a catalyst for expediting ongoing projects and exploring new avenues, including the Mainline-1 (ML-1) railway project. Chinese investment in Special Economic Zones (SEZs) and collaboration in the SME sector were deemed instrumental in expanding Pakistan's industrial and export capabilities.
Both sides agreed to thoroughly review projects in power, petroleum, gas, agriculture, industry, and infrastructure, with Joint Working Groups (JWGs) entrusted to deliberate on these initiatives for subsequent consideration by the Joint Coordination Committee (JCC).
In addition to economic ties, the leaders discussed deepening cooperation in trade, investment, finance, defense, education, agriculture, social sectors, and cultural exchanges. They reaffirmed their commitment to enhancing sister-city relationships and highlighted a significant cultural event scheduled for Islamabad in November 2019 to foster people-to-people ties.
The strengthening educational bonds between Pakistan and China were commended, with Prime Minister Imran Khan expressing gratitude for the educational opportunities provided to Pakistani students in China. These students were seen as future ambassadors in strengthening the enduring ties between the two nations.
Prime Minister Imran Khan conveyed his heartfelt appreciation for China's consistent support in Pakistan's economic development. Both sides envisaged that the implementation of the Second Phase of the China-Pakistan Free Trade Agreement would bolster bilateral trade. They pledged to leverage the China-Pakistan Joint Economic and Trade Commission to ensure balanced and sustainable economic cooperation.
The leaders reviewed their robust defense cooperation and resolved to enhance collaboration in military exercises, training, personnel exchanges, and technology sharing.
Both nations reiterated the importance of a peaceful solution in Afghanistan, acknowledging its paramount significance for regional stability. They expressed satisfaction with the outcomes of the Third China-Afghanistan-Pakistan Foreign Ministers' Dialogue, held in Islamabad in September 2019. Pakistan's contributions to the peace and reconciliation process in Afghanistan were appreciated, with both sides emphasizing the need for an Afghan-led and Afghan-owned peace process.
Furthermore, they jointly affirmed their commitment to combat terrorism in all its forms and called for international cooperation in counter-terrorism efforts. China recognized Pakistan's unwavering efforts and sacrifices in countering terrorism, supporting Pakistan's National Action Plan, and urging the international community to acknowledge Pakistan's role in regional peace and security.
Both nations expressed contentment with their close collaboration in multilateral forums and pledged to strengthen strategic coordination and consultation. Their unwavering support for the principles of the UN Charter, multilateralism, and win-win cooperation was reconfirmed.
The visit concluded with the signing of various Agreements/MoUs, cementing the multifaceted cooperation between the two nations. Prime Minister Imran Khan extended warm gratitude to the leadership and people of China for their generous hospitality and extended an invitation for the Chinese leadership to visit Pakistan at a mutually convenient time.
